Dear Ansgar, thank you for your reply.

Since it was decided to remove the optimized packages and give locally
built packes a higher priority as debian/README.Debian states and users
were encouraged to building optimized Atlas packages I still think it
should be a build-dep.

Or at least the description in debian/README.Debian, chapter "Building
Optimized Atlas Packages on your ARCH" should mention the needed devscripts.

Which isn't used in regular builds so doesn't have to be in
Build-Depends.  The documentation for the custom target should probably
mention it though.

Justification: fails to build from source (but built successfully in the
past)

Dear Maintainer,

src:atlas uses dch to build which is available in package devscripts but
it's no dependency.

apt-get build-dep atlas
doesn't install devscripts and therefore "fakeroot debian/rules custom"
because of missing dch.
