Hmmm, that is a problem with texlive-lang-cjk ... this file *should*not*
be included, the correct line is

update language does not help. I tried as root: update-language
apt-get -f install and I get the same error

According to [1] this file should be part of texlive-base, but only
on armhf and avr32(?). I don't have it only my system.
Could you clarify when the file hasn't been packaged?

it was replaced and is not shipped anymore, the correct one is
loadhyph-zh-latn-pinyin.tex
