update language does not help. I tried as root: update-language

always mix them up.

Yes, you have to upgrade this version, too, please. This is the
old version. What is missing is a conflict against this version!

As soon as you upgrade to 4.8.2+git20111216-2 or above all is fine.

I reassigned the bug to tex-common, adjusted severity accordingly.
Upload of tex-common 3.15 is on the way.

According to [1] this file should be part of texlive-base, but only
on armhf and avr32(?). I don't have it only my system.

Could you clarify when the file hasn't been packaged?

it was replaced and is not shipped anymore, the correct one is
loadhyph-zh-latn-pinyin.tex
