Yes, it's the same bug.  Reassigning to poppler.  I've attached a patch
at the upstream bugtracker https://bugs.freedesktop.org/97156 .

I believe that the file in the attachment is another manifestation of 
the same bug: we wish to have A핂B displayed in the table of contents, 
but we don't get it. The message

text in name - not valid 'A\xed\xa0\xb5\xed\xb5\x82B'


is printed to the xterm from which evince was started.
