Bug#717739: debian-policy: policy examplifies minutes as (00-59) but seconds as (00-60)

In the changelog chapter of policy (4.4), it says

> mm is the two-digit minutes (00-59)
> ss is the two-digit seconds (00-60)

- which looks a bit strange to me - shouldn't both these be 00-59?

60 is used for leap seconds, following UTC.
