Same bug here, 
you can temporary uninstall it with dpkg, like :
sudo dpkg -r apt-listbugs.

Then reinstall previous version.

Yes, that's a possible strategy, thanks for adding your comment.

Anyway there's no need to be so draconian!   ;-)
As I explained to tornow, you may just temporarily disable the hook
that calls apt-listbugs, upgrade ruby-gettext to the fixed version, and
the re-enable the hook.
