Debhelper compatibility is 13 since chise-base 0.3.0-2.2, so this
shouldn't be a problem anymore.

Go ahead if you still feel like! Otherwise I may look into doing the
work in the next days.

FTR: the package now builds fine as-is on both arm64 and ppc64el.

While doing the NMU for #821970 I had a look at adding dh-autoreconf
support. It's made a bit more complex by configure.ac not being at the
root of the source package. Unfortunately the nice way of adding this
requires debhelper compat 10 and I didn't want to make a major change
like that in an NMU without asking first.

So I am asking if it's OK for me to update the packaging a bit to use
debhelper compat 10 and dh which should make it easy to fix this bug.

Reusing this report for the more general solution to also update
the libtool.m4 and/or aclocal.m4 files, needed for the port mentioned
in bug #726404.
