At least the dependencies seem to be listed here:

Also gitprep.org seems to be no more the home page. The current
homepage is at http://gitprep.yukikimoto.com/, and the code is at
https://github.com/yuki-kimoto/gitprep

Do you know the exact list of modules needed, but not packaged? The
Debian Perl Team (Cc'ed) is likely able to help with packaging them.
(Cc'ing them on any perl-related RFP is usually a good idea.)
