About to upload the package with this correction, thanks to Ian for

README.gz doesn't mention debian-nonupload.gpg in the section What
the keyrings are.  It should.

Also the description of debian-keyring.gpg should make it clear that
if a program using the keyrings wants to authorise all DDs, not just
uploading DDs, the program should use debian-nonupload.gpg too.

Because of the possibility that this documentation lapse would
disenfranchise non-uploading DDs, I think this bug should be taken
more seriously than most documentation bugs.  So I haven't set the
severity.

Also, perhaps it would be worth considering an update to Debian
stable.
