When the first bar button on the top right corner of a window
is clicked the window will not size or open after being reduced to a bar.

 tech-ctte is not the correct target for such a bug, I'm hereby closing
 this bug.

Woops, sorry; I thought it was a _new_ tech-ctte bug, not the long-
lasting 'menu' tech-ctte bug, sorry. Hereby Re-opening.
