I did that now. But this seems wrong to me to begin with. There should be
package dependencies that express this. (And essentially new uploads by irssi
would be transitions.)

Ack, this needs to be fixed properly for strech; we've already
pondered some options on IRC in -devel, and there are also two bugs
to remind the respective maintainers (#767103 and ... the one which
hasn't been cloned yet ?!)
