As well as loading firmware etc iucode-tool is useful for unpacking and
repacking firmware blobs and converting between the various formats, which does
not require root privileges.

For example in our automated test system at work it is used as part of the test
controller infrastructure to prepare things to be installed on the host, this
does not run as root.

I think this binary could therefore be moved to /usr/bin.
