The /etc/init.d/udev init script does mount the devtmpfs file system, maybe you are confusing that with udevd creating the device node. It is important to note that without the device node, attempting to eject /dev/sr0 or /dev/sr1 is going to fail. So what you describe sounds like an issue with your kernel. The only thing udev does is create symlinks and apply permissions.
