Dear Maintainer,

there seems to be no file debian/copyright in your package. 
According to Debian policy 12.5 [1]:

  A copy of the file which will be installed in
  /usr/share/doc/package/copyright should be in
  debian/copyright in the source package.
It is not sufficient to create such a copyright file while
building the binary package.

Since when? The part of policy you quoted says the copyright file *should* be
in debian/copyright, not *must*.

Since when? The part of policy you quoted says the copyright file should be in 
debian/copyright, not must. 


Sorry, but I don't know the exact history of the policy. The actual 
version says in §1.1:

 "Non-conformance with guidelines denoted by should (or recommended) will
  generally be considered a bug"

So we can discuss about the severity of the bug, but it still remains a 
bug.

Policy goes on to say about copyright files:

"These rules are important because copyright files must be extractable by 
mechanical means."

and this is indeed a problem for the source package pidgin. 

Automated extraction of the source package's copyright fails both for ftp-
master's API and on tracker:

Given that there are practical reasons why having debian/copyright within the 
source package is useful, would debian/rules be able to be changed so that the 
copyright file is created prior to upload rather than at build time?
