Builds of python-scipy in minimal environments geared for building
only its architecture-dependent binary packages have been failing with
errors along the lines of

Please either conditionalize the use of --with sphinxdoc appropriately
or move python-sphinx from Build-Depends-Indep to Build-Depends.
