Bug#803244: [php-maint] Bug#803244: php5-common: upgrading enables manually disabled opcache
The configuration changes done by the helper utilities are conserved, so I don't think this violates the policies. Anyway I would be very happy to apply any patch that would detect a ini file deleted by an user. But it has to be well tested on single installs, upgrades and cross-release upgrades (<-- that's one of the reasons why it hasn't been done yet).
