Let me try to rebuild udev with a recent debhelper ...
this does no longer create that file upon removal.

So, let's binNMU it:

nmu systemd_228-2 . ANY . unstable . -m "Rebuild with debhelper 9.20151126"

That means someone called "update-rc.d udev disable".

The udev package itself doesn't do that afaics. Can you find out who?

I'm not convinced that the package itself should clean that up.

during a test with piuparts I noticed your package left unowned files on
the system after purge, which is a violation of policy 6.8 (or 10.8):

Filing this as important as having a piuparts clean archive is a release
goal since lenny.
