Hi Mike,

unfortunately this is a feature and not a bug.

As cups-browsed only Recommends: avahi-daemon, it might not be installed 
and you can not require to wait for its start. As far as I know systemd 
has some kind of timeout and the system will still boot when avahi-daemon 
is not installed.


So, if you don't mind I will close this bug again.

Dear maintainer(s),

On Debian jessie systems using SystemV, the cups-browsed always needs  
to be restarted after system startup.


On our system it gets launched before avahi-daemon and then fails to  
find printers broadcasted on the local network.


What fixes the issue here is moving "avahi-daemon" from  
Should-Start:/-Stop: to Required-Start:/-Stop: in  
/etc/init.d/cups-browsed.


For the systemd service file of cups-browsed, this has already been  
implemented.


In the systemd service file, cups-browsed also requires the cups  
daemon itself to be running. I guess, that this should also be  
reflected in the SystemV init script.


Thanks for maintaining CUPS in Debian!!!
