Yes, this sounds like a bug in either the rfkill driver or the BIOS. Check whether there's a BIOS update available that mentions fixes to Bluetooth or flight mode. There is also a module parameter that can be used to always force rfkill off, which might possibly make a difference. But I have done as follow: 1) added 'debug' into grub; 2) reboot with 0.122 - bluetooth ko, system setting told me 'no bluetooth device found', but rfkill has showed me hci0; 3) update to 0.123 and reboot - bluetooth works! Yesterday I have rebooted more times, before to search the problem and after for reportbug, but only when I had the 0.122 the bluetooth has worked. So I think I have more problems...
