As for perl6-panda, I guess this package should be completely removed from 
Debian.

Maybe zef is in option:
https://github.com/ugexe/zef

--install-to= # site/home/vendor/perl
sounds nice
(or -to="inst#/home/perl6/custom" for the package build)
