I agree that this would be the best solution in principle. However, I'm not really the person to maintain some Perl software officially. I can read Perl a bit and it was enough for a simple patch. But I can not really claim to maintain this software neither will my time permit to work honestly on things that are on the published todo list. So I think I'll add myself to Uploaders, upload including the patch and ping the according upstream issue about the status. As a bystander, I would say: great idea! Maybe even better would be to check with the original upstream to see if you can take over?
