I think that it should be removed from package dependency. That's the opposite. xfce4-goodies depends on mousepad, so removing mousepad obviously has to remove xfce4-goodies. This is a metapackage which bring all the Xfce goodies (thus the name), which can be either panel plugins or applications (like mousepad).
