Hi Andreas,

to justify the severity: Since pgplot5 is in non-free which is formally
not part of Debian, why do you think it is a policy violation when
giza-dev has an undeclared conflict with it?

Therefore, I would consider this as non-RC.

Hi,

during a test with piuparts I noticed your package failed to install
because it tries to overwrite other packages files without declaring a
Breaks+Replaces relation.
