I don't think it's really worth backporting it so I'll do some local tests but won't upload anything before 5.5.0. I hope the timeframes will be compatible but there might be some FTBFS at one point. I guess if we really need to remove strongSwan 5.4 from testing at one point to allow openssl 1.1.0 to migrate, it's ok (although we're not here yet). There are also updated man pages at https://www.openssl.org/docs/manmaster/ that should contain useful information. There is a libssl-dev package available in experimental that contains a recent snapshot, I suggest you try building against that to see if everything works.
