Grave severity is for bugs which make the package completely unusable
for most users. People who already own games can still play them, and
people without games can still obtain them through a normal web browser.
The likely error here is:
~/.steam/ubuntu12_32/steamwebhelper: error while loading shared
libraries: libgpg-error.so.0: cannot open shared object file: No such
file or directory
Indeed installing libgpg-error0:i386 fixes this issue for me. Looks like
a regression from fixing #831602.
