We use rsync to upload files from the build daemons to coccia as it
happens the FTP protocol is relatively unreliable when used across
continents. rsync uses temporary files, commits 28903fa31f and
9f6be43eff added support for them in queued so that they are not deleted
as stray file immediately, but only after $stray_remove_timeout.

The recent commit 0da0b72371 reverted the change done in 9f6be43eff,
causing a lot of upload failures, which are most of the case recovered
thanks to the rsync protocol after a few tries. However for big files
(e.g. dbgsym packages) the upload takes more time than the interval
between two queued runs, so it makes impossible to upload them through
rsync. This require manual upload through FTP from the build daemons.

Therefore can you please re-allow files starting with a dot in
re_file_safe_prefix?
