Hi,

Whilst working on the Reproducible Builds effort [0], I noticed
that congress could not be built reproducibly.

The issue was that -- in tests only -- Config{Lexer,Parser}.py
was being generated by antlr3, which was outputting a timestamp
to the top of the file.

Patch attached.
