I imported new release, refactored a little bit the packaging and team uploaded 
in deferred/2.

changes are committed on git

summary of the changes:

* Team upload (collab-maint)
* New upstream release
* Add VCS browser and fix VCS fields
* Bump std-version to 3.9.8
* Bump compat level to 9
* Switch to llvm 3.8 (Closes: #836606)

aspectc++ and oclgrind are the last two blockers for llvm-toolchain-3.6 removal.

Bumping severities accordingly.

aspectc++ builds fine with llvm 3.8, and seems the suggested upstream version 
now
"AspectC++ Release 2.1 is available at the Download page. The main improvements 
are that the internal parser is now based on Clang 3.8.0 (the latest version) 
and that ac++ now better cooperates with g++ 6."

oclgrind builds fine with llvm 3.8, and I see upstream git that porting on llvm 
3.9 is done/ongoing
(well, Debian and Upstream seems to be the same person :) )

So, in both cases, switching to either llvm-3.8 or llvm-3.9 seems easy to do, 
hence the patch tag.
