I have tried it in Caja (Mate) in Debian Stable and it shows text in icons with all default themes except Gnome and Adwaita. In Cinnamon testing it doesnt show text at all. The file managers used by gnome and cinnamon are different, and they have different logics about when to show which icon. In particular the icon used by nautilus is text-x-generic while the one used by nemo is text-x-preview, this is probably related to the preview settings in the nemo configuration. I don't think this is a bug. There is also no icon at all in Menu -> Recent Files submenu.
