Uhm, ok.  I see how this is confusing: What upstream calls a project is 
not the same as what we call a project.

We have source packages "fonts-noto" and "fonts-noto-cjk", because 
upstream chose to develop those in separate git repositories with 
independent release cycles.  Similarly, what upsteam calls "Noto Emoji" 
would in Debian context be a separate source package called 
"fonts-noto-emoji" because it is released independently from "Noto".

I believe this is briefly mentioned in the upstream readme for the Noto
project.


The upstream readme says it is part of the Noto project, and the fonts 
are spread out among three repositories: 
https://github.com/googlei18n/noto-fonts/blob/master/FAQ.md#where-are-the-fonts. 
This is the same status as the Noto CJK fonts.
