Thanks! Usually I don't file bugs for libcec + kodi but since we are deep in the
transition freeze I wanted to make sure that I perform the transition with
Release Managers' approval.

I don't think you need a transition bug when there's just one rdep and you
maintain it... But sure, go ahead. I think this warrants an exception.

Dear Release Team,

I would like to update libcec in unstable to the 4.0 version because
kodi upstream switched to using it from kodi 17 beta 5. At the moment
kodi package is patched to use the older libcec 3 but this is an
undesirable divergence from upstream.

The mini transition would involve libcec and its single reverse
dependency, kodi, which I plan updating to beta6.

I'm aware of the transitions freeze but given the minimal impact and
risk of this transition I think it may get an exception.
