What is your system locale? If it's not German, then it's expected, and
you need to switch manually (you can do that by tweaking some prefs in
about:config, I think general.useragent.locale and intl.locale.matchOS,
or there are addons too (search for something like "locale switcher"))

Although the corresponding firefox-esr-l10n-de package is installed,
the FF ui doesn't show German menu texts, etc. Everything's shown in
English. The same is also true for thunderbird.
