what happens if you run

reportbug --ui gtk2

from the commandline? likely you have missing deps, check
/usr/share/doc/reportbug/README.Users.gz

Thank you; installing the suggested dependencies did solve the problem.

There should be a change in the selection of packages that are installed
by the debian stretch installer.

- Create a launcher for reportbug in the gui and install the suggested
dependencies so that reportbug can run from the gui

- Do not create a launcher in the gui and do not install the suggested
dependencies which are needed to run in gui mode.

Starting reportbug from xfce with only the packages installed by the
installer does not even allow fallback to textmode.

i dont know what that is, but it seems a broken installation:
reinstall reportbug and check the documentation for the missing deps
(which are anyway listed in Suggests)

In xfce's panel there is a launcher for
reportbug (Applications -> System -> Reportbug)

However, I am only able to run reportbug from
