Upstream metadata is a Debian-originated project and I don't think it
makes sense for upstream to provide that data themselves.  At least it
doesn't make sense with the way the file only exists in the debian/
directory and we try to discourage upstream from shipping a debian
directory.

You'll have a better experience if you stop accusing everyone of being
incompetent or malicious.

This is up to upstream to provide that informations.

The tracker.debian.org pages are autogenerated from package contents.
We (as package maintainers) can't do manual edits of these pages.

If you would like to see additional information about the package
start out by making sure the package in question contains the information.

Patches welcome!

I'm not sure if tracker.debian.org has support for "debian/upstream/metadata"
yet, but if not then feel free to hack the tracker sources and send
patches to the people running that service. (See bottom of webpage.)

Looking at the debian tracker there is no direct information. The only hint is
that the "maintainer" are the "Debian GNOME Maintainers".

Concrete:
 - add a link to the upstream source (not only to debians one)
   https://git.gnome.org/browse/libnotify/
 - add a link to the upstream project page
   (couldn't find a package specific page on gnome.org yet)
 - a linkt to the gnome bugtracker would be nice, too
 - add this infos to the debian tracker page AND somewhere in  the source-docu
(e.g. README.debian, CONTRIBUTE.debian, AUTHERS, manpage, ...)

Of course I know and aggree that reports should be addressed first to the own
distro. But some reporters are more then just "users" and know (or have their
own opinion) what belongs to the distro-maintainer and what to upstream. Please
make it possible to let the reporter decide that by her-/himself.
