It seems this bug is another reappearance of a known problem.  
Unfortunately, some smart people have tried to find the cause and have 
failed. The bug shows itself only when the system uses systemd.

For now you have two options: 1. you can include the command 'setupcon' 
in some script, for example in .(bash_)profile so that it is executed 
when you login or 2. you can remove systemd from your system, 
http://without-systemd.org.

You have to run setupcon without any arguments.  Just 

  setupcon

and not

  setupcon /etc/console-setup/cached_Lat15-TerminusBold24x12.psf.gz

Does the console configure properly (even if only temporarily) if you 
run "setupcon" instead of "dpkg-reconfigure console-setup"?

Hello Maintainer !

I have here one Desktop-PC-System and one minimal System plus rsnapshot-
package. Both are dist-upgraded from Jessie to Stretch with linux-
image-4.9.0-3-686-pae (4.9.30-2+deb9u). The bug is reproduceable. The changes 
of the console after "dpkg-reconfigure console-setup" are as expected, but 
after next boot they disappear - there is only the small font again, which I 
can't read well. Always I have to reconfigure the virtual console, when I want 
to work on it.
