AFAIK both things are work-in-progress at the moment. I haven't been able to find anyone willing to maintain snapd-glib in Debian yet, which is the minimal blocker for gnome-software-plugin-snap to be built. Adding to this, I actually had this enabled in gnome-software until the feature started to require snapd-glib, so if we want it back we need the snapd-glib package packaged and snapd properly integrated with Debian. AFAIK both things are work-in-progress at the moment. The snapd plugin just like the other bundling plugins was/is a separate package, so problems with it would be less severe (because at the moment users need to make a conscious decision to enable a bundling plugin, as opposed to having it by default).
