4.0 was released in November 2013, so it's still relatively new and you
can't simply bump version 3.0 to 4.0. The Creative Commons licenses are
ubiquitous when it comes to artwork, images, sound, music and other
media files. As previously mentioned I'm in favor of dropping the
criterion of license popularity because it is misleading and even
arbitrary in my opinion.

I would hope that it is expected to grow, given that CC-BY-SA 3.0 has
annoyingly many juristiction-specific "ports" and CC-BY-SA 4.0 does not.

It would seem reasonable to have a general operating principle that if
we include a common-license, and the author of that license now
recommends using a later version instead, then we should include the
later version too?
