I am prepared to help with the latter, e.g. apply for an exception to the freeze. Unfortunately, I am not so deep into upstream coding to fix this. The freeze exception is not the problem, it is finding the right patch. Please get in touch with upstream via github.com/mate-desktop/mate-panel/ and see if they made any progress there. Once I have a patch, getting the fix landed in Debian is not a problem.
