No, it is possible: the config in my blog post does not touch anything
else about the host.

Do I understand it correctly, that any config for creating an sbuild chroot
using propellor also somehow interacts with the host configuration?

Is it not possible to have a config.hs that just creates the chroot and doesn't
touch the host?

to generate an sbuild chroot using propellor.  Here is that bug :)  The docs to 
incorporate/point to are here:
