Yes it is. It is related to the way dependency versions are declared.

Both are 1.14xx but it does not work for the deb-multimedia version.

I installed all the packages that you mention (minus the ones that are
not in Debian) and I can do the upgrade just fine, so the problem has
to be in openra and/or steam-launcher.

We would need to see the exact output of the commands you're running,
but most likely the problem is in the unofficial packages. See also
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=892216 for a related
problem.
