Unfortunately I can't reproduce your problem on Debian.
Is this problem reproducible on a Debian stretch or sid system?
If you start nm-applet from the console, do you get any error messages?

   Setting up Network Manager on Xfce4 (aarch64) resulted in having an 
invisible Network Manger applet in the notification area.
   On boot the icon flashes just before disappearing.
   Left and right actions do function properly (I let the notification area 
show its borders to make it easier to find the nm-applet).

   Other icons show correctly in the notification area.

   I found these similar reports but I decided to report this issue because
