Those ENABLED flags are a sysvinit anachronism and its usage is
discouraged (I would go as far and call it an anti-feature).

Simply use "systemctl disable dnsmasq" to prevent it from being started
during boot.

Setting ENABLED=0 in /etc/default/dnsmasq does not prevent dnsmasq from
starting at boot.  It appears that dnsmasq will start at boot regardless of
what ENABLED is set to.
