I confirm everything reported so far. As this has a major effect on the
usability of the package, I think it should have 'important' severity.

Without python3-gi-cairo the
stderr output is:
'could not find foreign type Context'
 (repeated twice)
stdout output is:
Error retrieving accessibility bus address:
org.freedesktop.DBus.Error.ServiceUnknown: The name org.a11y.Bus was not
provided by any .service files
TypeError: Couldn't find foreign struct converter for 'cairo.Context'
 (last line repeated many times)

After installing python3-gi-cairo the page previews are displayed, and the
outputs lines above containing 'Context' disappear.
Jerome probably has it already installed.
Note that pdfarranger now depends on python3-cairo and python3-gi.

python3-gi-cairo should be a Depend (or at least a Recommend and then 
mentioned in the description).

A similar bug has been reported in Ubuntu:

https://bugs.launchpad.net/ubuntu/+source/pdfarranger/+bug/1837052

It suggests package python3-gi-cairo as a missing dependency.
I confirm that after installing python3-gi-cairo the page previews are 
displayed.

Dear Maintainer,

When I open any PDF file with pdfarranger, it displays a window supoosedly
showing the pages of the PDF.  However, the places where the preview of a page 
should appear is
empty, only the caption (file name + page number) appears for every page.
Zooming in/out only changes the size of the empty place, no preview appears.
