That file works fine.

As already stated. This is a bug in python3-psutil. It's not salt fault
and therefore the update is not the reason.

> And could it be because it's an LXC Container?

Very likely. Can you send me the output of /proc/meminfo from inside
the container?

Hmm, is this new in 2018.3.4? Didn't have this problem with 2018.3.3.
And could it be because it's an LXC Container?

So then it is a bug in psutil. Can you attach the content of
/proc/meminfo? psutil failed to parse it on your machine.

The stack trace points to python3-psutil:

File "/usr/bin/salt-master", line 22, in
  salt_master()
File "/usr/lib/python3/dist-packages/salt/scripts.py", line 95, in salt_master

  import salt.config as config
File "/usr/lib/python3/dist-packages/salt/config/__init__.py", line 101, in

  _DFLT_IPC_WBUFFER = _gather_buffer_space() * .5
File "/usr/lib/python3/dist-packages/salt/config/__init__.py", line 86, in
_gather_buffer_space
  total_mem = psutil.virtual_memory().total
File "/usr/lib/python3/dist-packages/psutil/__init__.py", line 1952, in
virtual_memory
  ret = _psplatform.virtual_memory()
File "/usr/lib/python3/dist-packages/psutil/_pslinux.py", line 400, in
virtual_memory
  mems[fields[0]] = int(fields[1]) * 1024

What version of psutil do you have installed? I cannot reproduce this
crash. What is the output of

python3 -c "import psutil; print(psutil.virtual_memory())"
