Hello, maintainer. It is hard question for me. I had resolved this problem. I reported this issue for feature user. Your proposal means texlive* shuld be install with recommend package. It seems for me that texlive-extra-utils should be separate packages. Is this too difficult? If it is true, I agree with you.
