Seems to be the same issue of the upstream bug#34341.

  - 26.1; url-retrieve-synchronously returns blank buffer

Dear Maintainer,

Since the last apt-get upgrade, reading email with wanderlust under
emacs has become difficult.  After the initial login to the dovecot
imaps server, I see 'Cannot open: elmo-network-initialize-session' and
can't get any new email, nor can I send email.

If I do
  (setq gnutls-log-level 1)
to try to debug the problem, the connection works perfectly, and I can
read and send email.

FWIW my mail server's connection is signed with a cacert.org
certificate; the root certificates for cacert are installed locally
with
  apt-get install ca-cacert
