Not a typo but a bug in maven-debian-helper when the dependencies are
resolved. The source package has the right version constraint on the
build dependency.

  Depends: [...] libmaven-parent-java (>= 3.x)

while the changelog says:

  - Depend on libmaven-parent-java (>= 31)

So I assume that is a typo, loosening the dependency instead of tightening it.
