I think this has been dealed with in the meantime: the note you mention above is in https://www.debian.org/releases/testing/amd64/release-notes/ch-upgrading.en.html#bullseye-security and there is a link to https://www.debian.org/releases/testing/amd64/release-notes/ch-information.en.html#security-archive which has an up-to-date example line already.
