I have filed a bug with ftp.debian.org to have epydoc removed from unstable. Besides its lack of support for Python 3, epydoc has been completely unsupported upstream for close to a decade. It really should have been removed from the archive years ago. I apologize for the late notice on this. I filed bugs against all of the dependencies I could find over 18 months ago, but the FTP Master list included some additional packages. If I don't hear back from you, I will NMU a version of your package that removes the build dependency. I will accomplish this by simply not building the API documentation.
