I don't have any data on whether or not standard-mode users also misuse
the newcomer tag. If I notice any more misuses after reportbug 7.6.0
transitions to testing, then I'll ask the submitters which reportbug
mode they are using. If I find any standard-mode misuse I'll report
back. Until then, lets see how the new restriction goes.

I was wondering whether it would be even better to show the newcomer tag
only in advanced or expert modes (i.e., also hide it in standard mode).

Didn't find the time to submit a corresponding alternative merge request
for that before the previous one was merged and released, sorry.

What do you think?

In novice mode reportbug does not initially show the tag menu at all,
only before submission the user can still choose to enter a dialog to
add tags.

We could still hide the newcomer tag from the tag list in that case:

In several cases we have had situations where novice bug submitters
thought that the newcomer tag applies to the bug submitter instead of
to the suitability of the issue for newcomer contributors.

Here are some examples of where I have removed the newcomer tag:

The submitters in all these bugs seem to have been using reportbug.

I was thinking that reportbug should hide the display of the newcomer
tag from the tag list when the reportbug mode is novice.

This would likely restrict the tag to folks who will use it correctly
and probably wouldn't prevent folks who know about the tag and what it
is for from either manually adding the tag or using standard/etc modes.
