unfortunately I don't really know, but this is making the test fail on arm64 now

not sure why it never failed before, but we should for sure fix

(this might be fixed or not, I don't honestly know!)

Also, there seems to be an acceptance failure on arm64, this is why I marked 
the command2 test as flaky

Did something change here? It seems patroni tested fine on arm64 a while
ago:

Hello, looks like your package depends on etcd, but that package is not working 
everywhere (even if built, I'll open an RC
later today)

Can you please have a look, such as marking the test as flaky, restricting on 
amd64 and ppc64el, or maybe export ETCD_UNSUPPORTED_ARCH on the unsupported 
architectures?

Sorry, I can't really provide a better patch, since I know nothing about the 
package.

I'll open the RC against etcd now, and mark this package as affected.
